Baldwin Comprehensive Plan Committee

The Town’s Comprehensive plan was last updated in 1991. Since then there have been a number of changes to Maine statutes impacting subdivision ordinances, our land use ordinance, and shoreland zoning. In addition, the State expects municipal comprehensive plans to be reviewed/updated at least every ten years. Following is some information on the new Baldwin Comprehensive Plan initiative.

  • Southern Maine Planning and Development Commission (SMP&DC) has been engaged to update the plan. Baldwin will have an Advisory Committee to interface frequently with SMP&DC and assess first drafts of plan output.
  • The project is planned to be completed over a two year period. A community-wide survey to determine key issues for the plan to address has been completed. Also, the Town will vote on acceptance of the final Plan results at a Town Meeting.
  • The initial planning meeting was Thursday, August 4th, 2022, and that video is available to watch online. The dates of ongoing monthly meetings are posted on the Town website. Anyone interested in the Comprehensive Planning process is welcome to attend.

Town of Baldwin 2025 Comprehensive Plan

There will be a PUBLIC HEARING on March 11, 2025 at 6:00 pm at the Town Hall.

  • A draft of the 2025 Baldwin Comprehensive Plan will be presented for public comment.
  • The people of the Town of Baldwin will have an opportunity to vote on approval of the 2025 Comprehensive Plan at a Special Town Meeting to be announced later.
  • A draft of the Baldwin 2025 Comprehensive plan, approved by the Planning Board and Selectmen, is available for review on the Town website.

Select Board

Select Board Meetings are every other Tuesday. Alternate Tuesdays Workshops are held. Meetings take place at the Town Office at 6:00pm

  • Public attendance is welcome.
  • Time sensitive decisions may require a vote by the Select Board at Workshop meetings. Such meetings will be documented by meeting minutes and video recording.

Please note that meeting minutes are not able to be reviewed or approved by the Board until the following meeting (14 days). Minutes will be posted promptly after approval.

Saco River Corridor Commission

The Baldwin Select Board is seeking two residents to serve as our community’s representatives on the Saco River Corridor Commission. Baldwin has a history of leadership on the SRCC. The Saco River Corridor Commission serves 20 municipalities. Each town is represented by a regular and alternate member. Membership is as diverse as the communities served and represents a cross-section of valley life and values.

Serving without compensation for their time, efforts, or expenses, the commissioners are constant proof that land use controls can be effectively and sensibly administered at a regional level by area residents. Members and alternates are appointed by their respective town officials.

Members are appointed to serve a three-year term. Regular members have full voting and participatory rights in all proceedings of the full commission and its committees. Alternate members are allowed to participate in all proceedings of the full commission but may only vote in the absence of the regular member. Both regular and alternate members may serve on subcommittees.
