Assessing
The Role of the Assessor’s office is to establish a value for all real & personal property for tax purposes and to maintain ownership records as required by Maine Title 36. Among other duties, this office is responsible for updating and maintaining tax maps, administering tax exemptions, and answering assessing questions.
The Town of Baldwin has partnered with the Cumberland County Regional Assessing Program. This program is designed to ensure quality, professional assessing services to the town at a reduced cost. Robert Sutherland is the director of the Cumberland County Regional Assessing Program and will act as the assessing agent for the Town of Baldwin.

Code Enforcement and Licensed Plumbing Inspector
The Code Enforcement Officer is responsible for the administering and enforcement of state laws and local ordinances related to shore land zoning, land use regulation, plumbing, subsurface waste disposal, electrical, life safety and building standards within the Town of Baldwin.
It is recommended that you contact the Code Enforcement Officer prior to the start of new construction to inquire as to which permits will be applicable to your operation. Permits can be obtained from the Code Enforcement Officer.
If plumbing is required, you must obtain appropriate permits from the Licensed Plumbing Inspector. Plumbing inspectors shall inspect all plumbing for which permits are granted, within their respective municipalities, to ensure compliance with state rules and municipal ordinances and investigate all construction or work covered by those rules and ordinances.

Sand Pond
The Town of Baldwin owns a sandy beach and boat launching area on Sand Pond. The use of the beach, boat launching area and parking area is reserved for the use of BALDWIN RESIDENTS AND TAXPAYERS ONLY!

Sand Pond Rules
- Residents and Taxpayers MUST have a sticker on their vehicle to use the area. You can obtain stickers for two vehicles at the Baldwin Town Office. Vehicles without stickers will be towed at the owner’s expense
- The Beach, Boat Launch and parking area is closed from 9pm to 6am.
- Everyone is responsible for disposal of their trash. Trash barrels are provided for beach trash only.
- No fires are allowed on the beach at any time.
- No Smoking on the beach!
- No camping
- No animals
- No alcoholic beverages, controlled substances or persons under the influence will be allowed.
- Speed limit is 15 mph
Waste & Recycling
Member Towns are Hiram, Baldwin, and Porter.
The Transfer Station was built in 1990, in 2010 the Towns of Hiram, Baldwin and Porter decided to purchase the station and run it themselves in hopes to save money and operate more efficiently. The Tri Town Board consist of the Selectmen from each of the member towns. Meetings are held the third Monday of the month at the Hiram Town Office beginning at 7pm, meetings are open to the public. Much has changed in the past few years with our recycling abilities, it pays to recycle.

Transfer Station Stickers
Transfer Station stickers are issued from your town office for a two-year period, they are currently orange and are valid from July 2024 to July 2026. To obtain a sticker for your vehicle you must supply your vehicle plate number to the town office staff and be able to provide proof of residency to the staff.
Demolition and Bulky Waste Tickets
The Transfer Station accepts large items for a fee from member towns. For the disposal fees see the download below. For contractors who are disposing of construction debris you must have proof that the debris is from one of the member towns, the station recently installed scales and there is a $5 minimum, fee is .15 cents per pound for loads over the minimum. Please see attendant for proper disposal. Fee schedule is located below
Single Sort Recycling
Is simple, no sorting required! Our recycling containers are located across from our larger household compactor.
Electronic Waste - Universal Waste
- The Transfer Station accepts all types of electronic waste. TV’s, computer monitors, CPU’s, printers, scanners, stereo equipment, fluorescent light bulbs, rechargeable batteries, cell phones and much more. Please check with the attendant for proper disposal of these item for are placed in a special container
Paint Disposal
- The Transfer Station accepts paint for disposal. The paint must be in an original container with the label attached, please check with the attendant on duty for proper disposal of these containers. Dry empty containers are considered household trash and can be put in the compactor
